Calderon’s Memorial for Victims, a new disdain to the victims

Civil society organizations, social movements and victims strongly reject the Memorial proposed by President Calderon

MEXICO CITY, November 27 2012. – According to media reports, the Federal government has announced the forthcoming inauguration of a Memorial to the Victims of violence in Mexico, at a public event whose date and content remain unknown. The Memorial, located between Reforma and Periférico (two main streets in Mexico City) on land annexed to a military facility called “Campo Marte”, cost around 22 million pesos. The inauguration aims to be one of the main events marking the end of the administration.

During last week’s inauguration of the Memorial “Plaza al Servicio de la Patria” (Service to the Country Plaza), at the same facility “Campo Marte”, which was built in honor of the fallen soldiers and marines, the President announced this event “in remembrance of the citizens and especially the innocent victims of criminals’ violence”.

The proposal for this project, that reminds the victims’ of violence, is not an original initiative from President Calderon, but a demand from the victims themselves and civil society organizations. It was clearly expressed in November 2011 by the Movement for Peace with Justice and Dignity through dialogues with the President and several other authorities.

This idea however was not meant to be just a simple administrative event of building a monument, but to respond to a much more complex process that incorporated in its creation and design the identification of this government’s thousands of victims. It was meant to be an evaluation of the damages and intended to start reparations. Specifically, the objective was to create, with the victims’ help, a memorial that allowed Mexican society to reflect on the causes and effects of this violence, as well as the collective construction of solutions for the future.

Nevertheless, during the process of building the memorial, the Federal government has been committed to impose its posture reflected during the past six years, characterized by denying the reality of thousands of people, qualifying victims as “collateral damage”, dividing the society between “criminals” and “innocent victims” and evading its responsibilities on the grave situation of violence and gross human rights violations.

Denying victims’ participation and ignoring their demands while building this Memorial in their honor constitutes the crowning jewel of a government that has dedicated itself in a persistent way to undervalue the victims more than honoring them, as was demonstrated by the veto President Calderon issued on the Law of Victims, unanimously approved by Congress.

In this context, civil society organizations, social movements and specially the victims, vigorously reject this Memorial. With it, President Calderon does not fulfill the objective of remembering and dignifying the victims, but uses their suffering pretending to hide his terrible legacy of violence, trying to end an administration full of pain and violence with a simulated image of humanity and dignity.

Both in death and in memory, all victims should be equal. Memorials cannot be dedicated just to some victims while excluding others. The honor that should be granted by the President is to recognize and remember every Mexican victim, making no exclusion or division. There is no glory in distinguishing the victims, in denying to part of the society not just the access to justice and the right to live in peace, but grating the right to truth.

We therefore urge the President, once more, to listen to the thousands of victims that have suffered the consequences of this war, which has left at least 95.000 dead, more than 15.000 enforced disappearances, an over 500% increase in cases of torture, more than 4.000 feminicides, and more than 780.000 internally displaced people.

Furthermore, we believe a better way to dignify the memory of the victims is not by inaugurating an empty and divisive Memorial, but through positive and inclusive actions to ensure these kind of human rights violations will not happen again. One way would be through the promulgation of the Law of Victims unanimously approved by Congress.
